Government of Pakistan has relaunched National Internship Program for the students in which they will give Rs. 10000 /- per month to the students having 16 years masters or bachelors degree for a year.
Background and Rationale
Every year, over 50,000 youth complete sixteen years of education from recognized universities/degree awarding institutions in Pakistan in a whole range of academic disciplines. A considerable time gap between the completion of education and job availability in majority of cases results in a sense of frustration and waste of potential energy within educated youth. On the other hand, many public sector organizations also suffer from chronic shortage of officials in various cadres from time to time. In such circumstances, temporary placement of appropriate numbers of unemployed and educated youth in relevant and matching government outfits could be advantageous to the government as well as the unemployed youth.
The Program
The National Internship Program is designed for the benefit of young unemployed postgraduates and graduates all over the country, who have completed sixteen years of education from recognized universities or degree awarding institutions including external candidates. The scheme is intended to provide financial relief to fresh graduates and also to keep them engaged and interested in acquiring additional knowledge and real work life experiences, thereby facilitating their employability in the country. The programme will be also advantages to the government organizations having shortage of officials in various cadres.
Goals & Objectives
The goal of the program is to harness the energy and motivation of educated youth as paid interns in the public sector. Through this initiative, the following objectives are expected to be realized:
Program Features
Main features of the programme are as follows: –
* The placement with various government organizations will be based upon the academic qualifications of the interns and matching the broader academic disciplines with broader functional categorization of jobs within the government.
* The interns will be required to join the programme on full time basis and follow prescribed rules and regulations of the concerned organizations including observance of office working time and confidentiality requirements etc.
Duration
The internship duration will be one year. The interns will however, be at liberty to leave the programme at any stage on 15 days advance notice. However, such interns will neither be entitled for internship completion certificate nor will they have any right to receive monthly stipend for the remaining period.
Stipend
The interns will be entitled to a monthly stipend of Rupees ten thousand (all inclusive) during the course of internship. The internship is however, in no way an offer of employment on a formal job.
Selection Criteria
- Fresh Pakistani unemployed postgraduates and graduates in all fields of studies who have completed sixteen years of formal education from HEC recognized Universities & Degree Awarding Institutions including external candidates;
- The applicants must be 25 years or less of age by 30, October 2009.

Application and selection/placement mechanism
Interested eligible candidates are invited to submit their applications “on-line” against the advertisement published in the newspapers. The application forms are available on website www.nip.gov.pk of NIP office of the Ministry of Youth Affairs.
Every effort will be made during the selection process to assign the interns the most convenient locations to minimize the likelihood of accommodation, relocation or logistics issues. However, Government will be fully competent to place any intern in any organization or geographical location as deemed appropriate in the best interests of the scheme and such decision could not be challenged in any forum whatsoever.
PROCEDURE OF SCRUTINIZATION
The procedure for scrutinization and selection is given below:-
Step 1
All applications received either on-line or by post have been sent to HEC for verification of degree, Roll Number, Registration Number, Name of University and year of passing. HEC is carrying out the verification in close coordination with all recognized Universities and degree awarding institutions.

All those applications which have been verified by HEC and NADRA are sorted out on the basis of preference for placement. These applicants have been included in the first batch of successful applicants.
Step 4
All those applicants whose names have not yet been included in the first batch of selected interns, are being examined by HEC in consultation with all relevant Universities and Institutions. Once the verification of degree is completed by HEC and CNIC by NADRA, the remaining eligible applicants will be called for registration for the next batch of internship.

18 thousand degrees rejected by universities,,fears arise of nip to b a failed story
According to latest statistics provided by ministry of youth affairs on their official web-site,Out of 62422 degrees sent for verification to hec to be verified by universities,17558 records have been rejected by universities,19807 are verified and 25047 records are still pending. Now these records told the whole story,,Universities were not verifying degrees and their was pressure on them to get degrees verified so now they are showing records as rejected so no one can ask from them.
Its not long ago that ministry annouce that now instead of giving 30 thousand people internship ,,the ministry has decided to give 50 thousand internship in the N.I.P 2009,,The full news story can be read by going to this link
http://www.interface.edu.pk/students/Dec-09/NIP-graduates-induction…
This news was published in all major Urdu and English news papers
17558 records are rejected by universities,,before this 2116 candidates were rejected due to over-age,wrong c.n.i.c,already availed internship and other reasons,so out of 62422 applications 42748 are left as valid,,25047 degrees are still pending for verification,it means that now there are more seats now and less applications?
This all seem to be a joke to unemployed youth of Pakistan,,now is there any reasons why 17558 records are rejected by universities? Will candidates be informed that they are rejected by their university?
Answer to all these questions is “No”.,universities are not accountable,,No one is asking from them that why they took so long for verification and now what are the reasons for rejection.A video conference was held to pressurize V.C’s of universities to make verification process fast,,what they done fast is this they rejected a big number of degrees so no one can raise fingers to them.
Besides all this why ministry of youth affairs is not announcing now that all remaining candidates will get internship now as their are more seats then application, the answer is they will not announce because now plannings must be going on to utilize the fund provided by Asian development bank to some “other” place.
More over most of the candidates selected in the 1st batch didn’t start their internship until now although it over one and a half month since the lists were displayed of selected candidates.
What all this means? This means that National Internship Program is a failed story now,A project which was giving chance for government to gain credibility in youth is proving to be another nail in the coffin to the selected government due to bureaucracy, corrupt officers, ignorance by universities and “officer shahi”.
The youth which was waiting anxiously waiting this program to be successfully completed is now further depressed and frustrated, they are feeling as humiliated,as more then 15 thousand people daily visiting nation internship program website http://www.nip.gov.pk to see is there any latest news now know that nothing will happen.
On ning network http://www.nip-pakistan.ning.com number of youth were discussing when, how ,,will program will get going,,sad news for them is this that national Internship Program was another false activity to fool them.
Most probably their are chances that ministry of youth affairs will hold the program here or will suspend it now .
Is there any one who will ask from hec officers that why verification process was so slow? Will hec ask the reasons from universities that why records are rejected?will Ministry of youth Affairs be asked why this process was so lengthy ?
